Unique Challenges:
A number of wetland preserves and mitigation areas within the boundary of the project required sensitivity and ingenuity in the land planning process. Utilities for new development areas had to be designed to connect under Highway 65 to existing systems west of the freeway, with project construction coordinated with Highway 65 interchange improvements.
