An area of 1,600 acres with 7,000 lots, 40 acres of Office/Commercial, two elementary schools, several parks and other uses.

Services Provided:
Preparation of the Specific Plan and Financing Plan, Specific Plan amendments, Master Planning, Entitlements, Infrastructure Engineering, Subdivision Design, and Construction Staking
Unique Challenges:
The original Specific Plan, adopted in 1998, did not contain a financing mechanism for construction, nor did it plan for the phasing of the $65 million in roadway infrastructure and $6 million in drainage infrastructure. These items were included in entitlements adopted in 2004. Many of the facilities extended by agencies to service the expansion area (including 108” Sewer Interceptor, 84” Surface Water Transmission Main conveying water from the Sacramento River to the area and 36” Point of Use Water conveying surface water from the City of Sacramento) are near North Vineyard Station, so this project required a large coordination effort to ensure this infrastructure was designed and constructed to fit seamlessly with agencies’ existing infrastructure, while meeting the needs of MacKay & Somps’ 20 different clients and 30 projects within the NVS area.
