Project Vision
MacKay & Somps preformed an infrastructure analysis and prepared a preliminary plan to help further the redevelopment vision of the Solano County Fairgrounds. The 150 acre site is proposed to be redeveloped into 1.6M square feet of mixed use commercial development including office, retail and hospitality along with a sports complex, expo center, multi-use events arena and demonstration gardens. The project will be anchored around a public “entertainment zone” including an eight acre multi-use recreational lake.
Innovative Solutions
The primary challenge for the project was to develop a plan to mitigate the constraints and create large developable parcels while at the same time limiting cash flow in order to make the project economically feasible. The program required the ability to allow for the continued interim use of some existing facilities, adaptive reuse of some facilities and creating new large developable parcels in phases. Our proposed infrastructure solution required a balancing act between demolition, remedial grading, mass grading, flood plain mitigation improvements and roadway and underground improvements. While it appears the buildout of the project will require $40M in onsite improvements along with $60M in offsite transportation improvements, we were able to identify a 15 acre site that will only require $5M in improvements.
